Human and minority rights

Pursuit to promote human and minority rights is one of the segments of work of the Organization through programmes and projects that are created and conducted in partnership with the Office for Human and Minority Rights and Organization for Security and Cooperation in Europe (OSCE).

Work with the National Councils of National Minorities (NCNM) is one of crucial segments of work of the Organization in the sphere of human and minority rights. Methodology of strategic planning of work of the NCNM revealed in the Manual as well as the concrete work on the Strategic Plan of the National Council of the Albanian National Minority are significant outcomes of the Organization because they contributed to the improvement of systemic and institutional support for the work with the NCNM.

TIn addition, respect for human and minority rights is one of primary principles that the “Panacea Solution” organization abides by in all segments of its pursuit and this principle has been clearly defined in the Bylaw of the Organization.

Manual on the delivery of the strategic plan of the national councils of national minorities (NCNM) was created as a result of work of the OSCE team and reflexes experience that the project obtained during the process of delivery of the Strategic Plan of the National Council of the Albanian National Minority.

Perceiving and respecting importance of conducting state strategies for ensuring national minorities’ rights the Manual is a support not only for the work of the NCNM but also for the Office for Human and Minority Rights so that the institutional support to the NCNM be optimal and in compliance with the needs of the NCNM.

The purpose of this manual is to present primary steps in the process of delivery of the strategic plan, to explain why these steps are important and in what way to be accomplished. The manual is intended for representatives of the NCNM and as well to all other local and national stakeholders having active roles both in the process of planning and the process of implementation of plans.
